The Four Liquor Licence Categories in the Western Cape

The Western Cape Liquor Authority recognises four licence categories. A micro-manufacture on- and off-consumption licence applies to producers, such as breweries and wine farms, that manufacture and sell their own product on-site and for takeaway. An on-consumption licence applies to restaurants, bars and clubs where customers consume liquor on the premises. An off-consumption licence applies to bottle stores, where customers purchase liquor to take away. An on- and off-consumption licence is granted only under exceptional circumstances, where both on-site consumption and takeaway sales form part of a legitimate business model.

How Long Does It Take?

Processing times depend on the licence category and whether your submission is complete. New permanent licences typically take 5 to 6 months from a complete submission, and can take longer if SAPS or the municipality do not submit their reports on time. Licence transfers typically take longer, around 10 months, while temporary event licences must be lodged at least 39 days before the event.

Getting the Category Right From the Start

Choosing the wrong licence category is one of the most common and costly mistakes applicants make, often meaning the application has to start over. If you are unsure which category fits your business, contact us before you commit to premises or sign a lease.

Frequently Asked Questions

What happens if I choose the wrong licence category?

Applying under the wrong category typically means starting the application process again, at further cost and delay. Confirming the correct category before submission is the most effective way to avoid this.

Can my licence application be objected to?

Yes. Anyone, including neighbouring businesses, residents, community organisations and SAPS, can object. Objections do not automatically mean refusal, but must be properly handled to avoid delaying the application.

Do I need a consultant to apply?

You are not legally required to, but the process is complex, time-bound and unforgiving of errors. An incomplete submission alone typically costs at least one calendar month of delay.
