What Is an On-Consumption Liquor Licence?

Restaurants, pubs, bars and similar establishments in the Western Cape trade under an on-consumption liquor licence, which covers premises where customers consume liquor on-site. It is a distinct category from an off-consumption (bottle store) licence, which only permits takeaway sales.

Requirements for Restaurant and Pub Licensing

Applying for an on-consumption licence involves demonstrating that your premises comply with zoning requirements, that your seating and trading capacity is accurately reflected in your floor plan, and that appropriate responsible alcohol service practices are in place. A new licence typically takes around 5 to 6 months to process from a complete submission, though this can extend if SAPS or the municipality do not submit their reports on time.

Renewals and Ongoing Compliance

Once your restaurant or pub holds a licence, it must be renewed periodically. We add clients to our database so you receive timely reminders ahead of renewal deadlines, and manage the renewal process on your behalf. Changes to trading hours, premises alterations, or changes in financial interests all require a separate application before the change takes effect.

Frequently Asked Questions

Can I buy in extra stock from a bottle store to cover a busy weekend?

No. A bottle store’s off-consumption licence only covers retail sales to the public, not trade-to-trade sales. Additional stock should be sourced through a licensed distributor.

Do I need a new licence if I change from a restaurant to a bar concept?

If the nature of your business changes materially, you may need consent to alter the nature of business on your licensed premises. Contact us before making the change.

What happens if my application is objected to?

Objections are a normal part of the process and do not automatically mean refusal. Many applications that attract objections are still granted where the objections are procedurally deficient or the concerns can be addressed.
